Principal

Sam's responsibilities include establishing the vision and key initiatives for the firm, sourcing opportunities, and managing all aspects of the firm's day to day operations, including purchase agreement and lease negotiations, investor relations, and all necessary administrative functions.


Prior to founding Parliament, Sam spent about 10 years at Bedrock Detroit, where he played an integral role in acquiring of over 150 properties in downtown Detroit, Michigan and Cleveland, Ohio in almost all asset classes including office, multi-family, hospitality, parking and industrial, totaling over $3B of investment. 


Sam also had significant exposure into Bedrock's leasing and development initiatives, working closely with the CEO and directly with Bedrock co-founder, Dan Gilbert, on complex transactions and recruiting efforts that proved pivotal in bringing thousands of jobs and ancillary economic development to the City of Detroit.


Sam is an active member of the Urban Land Institute (ULI) serving on the Small-Scale Development Council. He received his B.A. from the University of Michigan in Ann Arbor, where he majored in Organizational Studies with a concentration in strategy and leadership in organizations.

Steve Bentley

Steve Bentley

Chief Financial Officer

Steve has been working in accounting and finance since 1984.  Early in his career, he served in the audit division of Arthur Andersen for three years, where he earned his CPA license.


In his last two positions prior to joining Parliament, he was Chief Financial Officer for a regional property management/development firm now known as Dominion for 16 years, and CFO for Bedrock Detroit, a $3B+ commercial real estate company, for 9 years.


Steve has sourced over $2B in debt from CMBS, life company, and commercial bank sources and has syndicated Federal Historic and New Markets tax credits for several redevelopment projects.

Dan Cousino has practiced commercial real estate law in Chicago, Detroit, and nationally for over 15 years.  He founded Cousino Law in 2016 to focus on representing and advising a distinctive collection of developers, owners, investors, and funds in large-scale, innovative, and complex real estate transactions.


Dan's practice spans many areas of law related to commercial real estate and venture formation, with expertise in financing matters, joint ventures and syndicate structuring, acquisitions/ dispositions, and leasing.


Dan serves as outside general counsel to several large developers and investors and routinely provides critical business counseling in addition to ongoing legal advice.


Dan was previously a partner at Honigman LLP in Detroit and an associate at Katten Muchin Rosenman LLP in Chicago, and he earned law and bachelor’s degrees from the University of Michigan.


He has been recognized by Best Lawyers, Super Lawyers, and as a finalist in Law360's Top Lawyers Under 40, and is regularly invited to participate on panels at industry-related events.
